The president of the doctor about fines: – Still need for clarification

The conflict between the Norwegian Medical Association and Minister of Health Ingvild Kjerkol over personal fines for doctors who incorrectly prescribe medication on a blue prescription is not over yet. But the minister allows for regulatory change.


– We still need clarification. The case is perceived as very serious for our members. The fee scheme can affect all doctors, says president of the Norwegian Medical Association Anne-Karin Rime.

The medical association on Wednesday threatened to ask members not to print blue prescriptions, unless the government reversed the change in the law, which could mean fines of more than 200,000 kroner for the doctors.

On Wednesday evening, Minister of Health Ingvild Kjerkol withdrew and opened up for regulatory changes. After meetings between the parties on Thursday, it is clear that there is still a need for clarification.

– The fee scheme must be frozen until the rules are changed. No doctor should risk being fined. And the case must return to the Storting for a change in the law, says Rime.

Communications adviser Torjus Lunder Bredvold in the Ministry of Health and Care Services confirms that there has been a meeting between the Minister and the Norwegian Medical Association today.

– We see that these regulations have unreasonable consequences, and I have therefore started work on changes to the regulations. It is by no means the intention that a single mistake should result in large, personal fines. That is obviously unreasonable. We are therefore looking at the possibility of clarifying the regulations and which reactions are reasonable, says Minister of Health and Care Services Ingvild Kjerkol.

She says that it will not be relevant to impose a fee until other measures have been tried.

– A possible fee shall be the last alternative before revocation of the right to prescribe. The ministry will also consider the size of the fee, says Kjerkol.
